Lockheed Martin to modernize USAF Theater Battle Management Core System

COLORADO SPRINGS, CO. The U.S. Air Force has chosen Lockheed Martin to upgrade the Command and Control (C2) system that allows Joint Force Air Component Commanders (JFACCs) to deploy air assets and synchronize and execute air operations. Lockheed Martin will be responsible for modernization of the Air Tasking Order Management System (ATOMS) of the Theater Battle Management Core System (TBMCS), which directs flying operations for all JFACC airborne assets.

Under the contract, Lockheed Martin will update the TBMCS air tasking capabilities software used by JFACCs to plan, organize, and direct joint U.S. air operations. The upgrade will include an air operations application suite for C2 and mission planning in a network-centric environment. A functional replacement of the TBMCS Theater Air Planner, Execution Management Re-Planner, and Master Air Attack Planning Toolkit applications will also take place during modernization.

"These enhancements will provide users with faster access to real-time operations and intelligence data, as well as better planning and collaboration tools for enhanced situational awareness and decision-making," says Jim Quinn, Vice President, C4ISR Systems, Information Systems & Global Solutions, Lockheed Martin.

The base contract for the ATOMS upgrade is worth $12 million through March 2015, with three one-year options thereafter. The ATOMS upgrade award is part of the Command and Control Applications and Information Services Development contract, a five-year, $249 million, multiple-award indefinite delivery/indefinite quantity program.

Considered the “engine of the Air Operations Center,” the TBMCS controls fighters, bombers, tankers, unmanned aerial vehicles, helicopters, and cruise missiles. More information on the TBMCS is available at http://opsy.st/TBMCS.
