Even so, with the right architectural foundations – backed by empowered governance, industrial engagement, and cross-service alignment – the U.S. Department of Defense (DoD) can build modular, adaptive, and resilient spectrum systems capable of dominating this domain for decades to come. The Modular Open RF Architecture (MORA) stands as a foundational element of the larger modular open systems approach (MOSA) transformation underway across the services.
